ОЦЕНКА ЭФФЕКТИВНОСТИ ГОСУДАРСТВЕННОГО РЕГУЛИРОВАНИЯ ПРОИЗВОДСТВЕННОГО И ЭКСПОРТНОГО ПОТЕНЦИАЛА МАСЛИЧНЫХ КУЛЬТУР В УСЛОВИЯХ ИННОВАЦИОННОЙ СТРУКТУРНОЙ ТРАНСФОРМАЦИИ ASSESSMENT OF THE EFFECTIVENESS OF STATE REGULATION OF THE PRODUCTION AND EXPORT POTENTIAL OF OILSEEDS IN THE CONDITIONS OF INNOVATIVE STRUCTURAL TRANSFORMATION

Инновационная структурная трансформация агропромышленного комплекса за счет перераспределения инвестиционных ресурсов создает основу для увеличения экспорта агропродовольственной продукции, что предопределяет необходимость совершенствования агропродовольственной политики на основе разработки эффективных механизмов использования инновационно-инвестиционных ресурсов. Аксиоматические выводы критического анализа теорий международной торговли о необходимости инвестирования в развитие высокотехнологичного сектора в целях наращивания экспорта и повышения благосостояния страны были подтверждены в процессе анализа инновационно-инвестиционного развития масложирового сектора российского агропромышленного комплекса. В целях предотвращения возникновения проблем «разоряющего роста» необходимо использовать различные механизмы регулирования сырьевого и продовольственного экспорта, в том числе и демпферный механизм. Отмечена важная роль введения регионального экспортного стандарта для стимулирования экспортной деятельности компаний и формирования инфраструктуры поддержки экспорта. С использованием метода статистических группировок осуществлена оценка эффективности государственного регулирования производственного и экспортного потенциала масличных культур в условиях инновационной структурной трансформации. В процессе исследования была подтверждена гипотеза, что инвестиционная поддержка способствует инновационной структурной трансформации производства масличных культур и обеспечивает рост экспорта сырья и продукции переработки. Результаты исследования доказали положительное воздействие государственного регулирования на процесс инновационной структурной трансформации. Эмпирическим путем установлено, что наибольшая эффективность субсидирования на цели стимулирования производства масличных культур достигается в специализированных зонах экспортно ориентированного производства. Предложенные методические подходы могут быть использованы для оценки производственного и экспортного потенциала различных видов продукции АПК при разработке экспортной стратегии регионов. The innovative structural transformation of the agro-industrial complex through the redistribution of investment resources is the basis for increasing the export of agri-food products, which predetermines the need to improve agri-food policy based on the development of effective mechanisms for the use of innovative and investment resources. The axiomatic conclusions of a critical analysis of theories of international trade on the need to invest in the development of a high-tech sector in order to increase exports and improve the country's welfare were confirmed in the process of analyzing the innovative and investment development of the oil and fat sector of the Russian agro-industrial complex. In order to prevent the problems of “ruining growth”, it is necessary to use various mechanisms for regulating raw materials and food exports, including the damper mechanism. The important role of the introduction of the Regional Export Standard to stimulate the export activities of companies and the formation of an export support infrastructure was noted. Using the method of statistical groupings, the effectiveness of state regulation of the production and export potential of oilseeds was assessed under the conditions of innovative structural transformation. The study confirmed the hypothesis that investment support contributes to the innovative structural transformation of oilseed production and ensures the growth of exports of raw materials and processed products. The results of the study proved the positive impact of state regulation on the process of innovative structural transformation. Empirically, it has been established that the greatest effectiveness of subsidizing to stimulate the production of oilseeds is achieved in specialized zones of export-oriented production. The proposed methodological approaches can be used to assess the production and export potential of various types of agricultural products in the development of the export strategy of the regions.
