Проблемы опережающего развития сельских территорий в условиях глобальных вызовов и угроз PROBLEMS OF ADVANCED DEVELOPMENT OF RURAL TERRITORIES IN THE CONDITIONS OF NEW GLOBAL CHALLENGES AND THREATS

В статье рассмотрены теоретико-методологические проблемы исследования резервов управления опережающим устойчивым развитием социо- природно- экономического пространства АПК и сельских территорий на основе новых технологических укладов и сопряженных с ними экстернов (внешних эффектов). Предложено авторское определение понятия опережающего устойчивого развития. Предложены меры, способствующие переходу социо-природно-экономического пространства АПК и сельских территорий к опережающему устойчивому развитию на основе активной и адресной господдержки, инвестиционно - целевых программ, схем развития и размещения производительных сил агропродовольственного производства.

 The article deals with the theoretical and methodological problems of studying the reserves of managing the advanced sustainable development of the socio-natural-economic space of the agro-industrial complex and rural areas on the basis of new technological structures and associated externalities (external effects). The author's definition of the concept of advanced sustainable development is proposed. The author proposed measures that contribute to the transition of the socio-natural-economic space of the agro-industrial complex and rural areas to advanced sustainable development based on active and targeted state support, investment-targeted programs, schemes for the development and distribution of the productive forces of agro-food production.
