ТЕОРЕТИКО-МЕТОДОЛОГИЧЕСКОЕ ОБОСНОВАНИЕ ИННОВАЦИОННОГО ПОДХОДА К ФОРМИРОВАНИЮ ОРГАНИЗАЦИОННОЙ СТРУКТУРЫ СЕЛЬСКОГО ЗДРАВООХРАНЕНИЯ В УСЛОВИЯХ НЕСТАБИЛЬНОСТИ THEORETICAL AND METHODOLOGICAL SUBSTANTIATION OF THE INNOVATIVE APPROACH TO THE FORMATION OF THE ORGANIZATIONAL STRUCTURE OF RURAL HEALTHCARE UNDER UNSTABLE CONDITIONS

Обобщены теоретические научные положения о структурной сложности, разнообразии, специфичности проблем развития села и необходимости применения нестандартных подходов для их разрешения. На основе конкретизации общетеоретических положений разработана авторская методология, позволяющая выявить и обосновать структуру негативных организационных факторов сельского здравоохранения, доказать наличие глубинных факторов, дестабилизирующих его организационную структуру. Одним из основных факторов дестабилизации признано несоответствие единообразной структуры и расположения сетей медицинских организаций на всех территориальных уровнях сельского расселения современной сложной структуре сельского расселения России. Был сделан вывод о необходимости существенных изменений в организации сельского здравоохранения, необходимых для формирования системы факторов, обеспечивающих устойчивость и последующее устойчивое развитие сельского здравоохранения в условиях нестабильности.
Практическая значимость исследования нашла свое подтверждение в разработке авторских рекомендаций по формированию факторов, обеспечивающих устойчивое развитие сельского здравоохранения как подсистемы национального здравоохранения.
Theoretical scientific statements about the structural complexity, diversity, specificity of rural development problems and the need to use non-standard approaches to solve them are summarized. On the basis of concretization of general theoretical provisions, an author's methodology has been developed, which makes it possible to identify and substantiate the structure of negative organizational factors in rural healthcare, to prove the presence of underlying factors that destabilize its organizational structure. One of the main factors of destabilization is the inconsistency of the uniform structure and location of networks of medical organizations at all territorial levels of rural settlement with the modern complex structure of rural settlement in Russia. It was concluded that significant changes in the organization of rural healthcare are necessary to form a system of factors that ensure sustainability and subsequent sustainable development of rural health care in conditions of instability.
The practical significance of the study was confirmed in the development of the author's recommendations on the formation of factors that ensure the sustainable development of rural healthcare as a subsystem of national healthcare.
