СОЧЕТАНИЕ ФЕДЕРАЛЬНЫХ, ОТРАСЛЕВЫХ И РЕГИОНАЛЬНЫХ ПРОГРАММ РОСТА ПРОИЗВОДСТВА ПРОДОВОЛЬСТВИЯ В РОССИЙСКОЙ ФЕДЕРАЦИИ A COMBINATION OF FEDERAL, SECTORIAL AND REGIONAL PROGRAMS FOR THE GROWTH OF FOOD PRODUCTION IN THE RUSSIAN FEDERATION

В значительной части субъектов Российской Федерации имеющиеся ресурсы позволяют наращивать сельскохозяйственное производство не только за счет интенсификации использования материальных и трудовых ресурсов, но и за счет расширения площади используемых сельскохозяйственных угодий. С этой целью необходимо дальнейшее совершенствование административно-экономического механизма достижения целей развития АПК за счет радикального укрепления координации между федеральными, региональными и отраслевыми аспектами развития производственного потенциала АПК. Для этого предлагается дополнить государственные федеральные и региональные программы отраслевыми программами, основные задачи которых состоят в оценке конкурентоспособности продукции отдельных отраслей на предстоящие 5–10 лет, они также должны предусматривать цепочки мероприятий развития сети научных учреждений, выполнение научных разработок, создание технологий применения инноваций, распространение инноваций и технологий их применения в субъектах РФ.
На примере Государственной программы эффективного вовлечения в оборот земель сельскохозяйственного назначения и развития мелиоративного комплекса показано, что дополнение ее отраслевыми программами роста производства продукции животноводства послужит вкладом Российской Федерации в усилия ООН по увеличению производства продовольствия в мире и по борьбе с опустыниванием земель.

 The available resources make it possible to increase agricultural production in a significant part of the subjects of the Russian Federation not only by intensifying the use of material and labor resources, but also by expanding the area of agricultural land used. To this end, it is necessary to improve an administrative and economic mechanism for achieving the goals of the development of the agro-industrial complex by radically strengthening coordination between federal, regional and sectorial aspects of the development of the industrial potential of the agro-industrial complex. To do this, it is proposed to supplement state federal and regional programs with sectorial ones, the main tasks of which are to assess the competitiveness of products of individual industries for the next 5-10 years. They should also provide for chains of measures for the development of a network of scientific institutions, the implementation of scientific research, the development of technologies for the application of innovations, and the dissemination of innovations and technologies for their application in the subjects of the Russian Federation.
Using the example of the State Program for the effective involvement of agricultural land in the turnover and the development of the meliorative complex, it is shown that its completion with sectorial programs for the growth of livestock production will be a contribution of the Russian Federation to the UN efforts to increase food production in the world and to combat desertification.
