ЭКСПЕРТНАЯ ОЦЕНКА ОСОБЕННОСТЕЙ РАЗВИТИЯ АГРОПРОДОВОЛЬСТВЕННЫХ СИСТЕМ В УСЛОВИЯХ ПАНДЕМИИ	EXPERT ASSESSMENT OF FEATURES OF AGRICULTURAL FOOD SYSTEMS DEVELOPMENT UNDER PANDEMIC CONDITIONS

В статье рассматриваются перспективы развития агропродовольственного сектора на основе анализа экспертных заключений и рекомендаций Продовольственной и сельскохозяйственной организации ООН (ФАО) в связи с распространением пандемии COVID-19. Систематизированы основные доклады и документы ФАО соответствующего профиля, в результате изучения которых описываются глобальные тенденции, риски и прогнозы в области обеспечения продовольственной безопасности. Выделяются основные принципы и стратегические направления трансформации агропродовольственных систем с целью укрепления их устойчивости к воздействию внешних факторов. Особый акцент делается на рассмотрении опыта ФАО в сфере мобилизации быстрых и инновационных мер реагирования на последствия пандемии для продовольственного сектора и в плане расширения международного взаимодействия по таким направлениям, как создание мониторинга глобальной ситуации и площадок для дискуссий и обмена опытом экспертов и специалистов, анализа рисков продовольственной безопасности; формирование системы сбора и анализа данных для оценки воздействия пандемии; мобилизация политической, финансовой и технической помощи для стран, затронутых общим кризисом; разработка проектов и программ социальной защиты наиболее уязвимых групп населения; распространение передового опыта и научно-технических знаний. Автор показывает возможности использования положительного опыта реализации аграрной политики европейских стран ФАО в российских условиях и отмечает направления его применения.	The article discusses the prospects for the development of the agri-food sector based on the analysis of expert opinions and recommendations of the Food and Agriculture Organization of the United Nations (FAO) in connection with the spread of the COVID-19 pandemic. The main reports and documents of FAO of the corresponding profile are systematized, as a result of the study of which global trends, risks and forecasts in the field of food security are described. The main principles and strategic directions of transformation of agri-food systems are highlighted in order to strengthen their resistance to external factors. Particular emphasis is placed on reviewing FAO's experience in mobilizing rapid and innovative responses to the impact of the pandemic on the food sector and in expanding international cooperation in such areas as creating monitoring of the global situation and platforms for discussion and exchange of experience of experts and specialists, analysis of food security risk.; establishing a data collection and analysis system to assess the impact of the pandemic; mobilizing political, financial and technical assistance for countries affected by the general crisis; development of projects and programs for social protection of the most vulnerable groups of the population; dissemination of advanced experience and scientific and technical knowledge. The author shows the possibilities of using the positive experience of the implementation of the agrarian policy of the European countries of FAO in the Russian context and notes the directions of its application.
