Действующие на сегодняшний день федеральные законы, регламентирующие развитие информационной и телекоммуникационной инфраструктуры России, существенно устарели, возникла необходимость их модернизации и согласования с общемировыми тенденциями инновационного развития. В статье предложен анализ критериев формирования информационной инфраструктуры АПК регионов. В соответствии с анализом внутренних потребностей сельскохозяйственных предприятий и возможностей их доступа к передовым информационным технологиям рассматриваются аспекты, препятствующие развитию внутренних ИТ-подразделений и внешнего рынка аутсорсинг-услуг.	The federal legislation governing the development of the Russian information and telecommunication infrastructure currently in force is to a large extent out of date and needs to be revised and harmonized with universal innovation development trends. The paper presents an analysis of regional AICs information infrastructure formation criteria. Analyzing the internal needs of agricultural enterprises and their access to advanced information technologies the author reviews the aspects hindering the development of internal IT-units and that of the external market for outsourcing services.
