ТЕОРЕТИКО-МЕТОДОЛОГИЧЕСКОЕ ОБОСНОВАНИЕ ПРИМЕНЕНИЯ СОЦИАЛЬНОГО СЦЕНАРНОГО ПРОГНОЗИРОВАНИЯ ДЛЯ ФОРМИРОВАНИЯ УСТОЙЧИВОГО РАЗВИТИЯ СЕЛЬСКОГО ЗДРАВООХРАНЕНИЯ В УСЛОВИЯХ НЕОПРЕДЕЛЕННОСТИ THEORETICAL AND METHODOLOGICAL JUSTIFICATION OF THE USE OF SOCIAL SCENARIO FORECASTING FOR THE FORMATION OF SUSTAINABLE DEVELOPMENT OF RURAL HEALTHCARE IN CONDITIONS OF UNCERTAINTY

Основной целью проведенного исследования является теоретическое и методологическое обоснование применения социального прогнозирования для восстановления организационной устойчивости и последующего устойчивого развития сельского здравоохранения в условиях неопределенности. В результате проведенного исследования дана оценка роли неопределенности в условиях функционирования сельского здравоохранения как негативного фактора, препятствующего восстановлению его организационной устойчивости. Научно обоснована эффективность применения системного и синергетического подходов для выявления зон неопределенности, препятствующих развитию сельского здравоохранения. Для устранения зон неопределенности, дестабилизирующих сельское здравоохранение, обосновано применение социального сценарного прогнозирования. The main objective of the study is to theoretically and methodologically substantiate the use of social forecasting to restore organizational sustainability and subsequent sustainable development of rural healthcare in conditions of uncertainty. As a result of the study, an assessment was made of the role of uncertainty in the functioning of rural healthcare as a negative factor hindering the restoration of its organizational sustainability. The effectiveness of using systemic and synergetic approaches to identify areas of uncertainty that hinder the development of rural healthcare is scientifically substantiated. To eliminate areas of uncertainty that destabilize rural healthcare, the use of social scenario forecasting is justified.
