ФОРМИРОВАНИЕ МНОГОФУНКЦИОНАЛЬНЫХ ИНФОРМАЦИОННО-КУЛЬТУРНЫХ КОМПЛЕКСОВ КАК ФАКТОР УСТОЙЧИВОГО СОЦИАЛЬНОГО РАЗВИТИЯ СЕЛА	FORMATION OF MULTIFUNCTIONAL INFORMATION AND CULTURAL COMPLEXES AS A FACTOR OF SUSTAINABLE SOCIAL DEVELOPMENT OF THE VILLAGE

В статье определены основные принципы, проанализированы тенденции и условия формирования многофункциональных информационно-культурных комплексов как фактора устойчивого социального развития села. Рассмотрены характеристики понятия «культурный центр», представленные в отечественных исследованиях. На основании комплексного изучения зарубежного опыта классифицированы основные типы многофункциональных социальных центров по месту их расположения в сельских территориях. Рассмотрены регламентирующие документы, связанные с разработкой концепции создания многофункциональных культурных центров в сельских регионах России. Обоснована оптимальная модель развития многофункциональных информационно-культурных комплексов на основе библиотек. Доказано, что в сельской местности формирование социокультурных центров на основе библиотек обусловлено их полифункциональной сущностью. Результаты анализа тенденций и особенностей развития сельских библиотек Саратовской области позволили определить их функции, формирующие социокультурное пространство на селе. С учётом регионального опыта определены приоритетные направления создания интегрированных социальных центров на основе взаимодействия различных ведомств, органов регионального и муниципального управления.	The article defines the basic principles, analyzes the trends and conditions for the formation of multifunctional information and cultural complexes as a factor in the sustainable social development of the village. The characteristics of the concept of "cultural center", given in domestic studies, are considered. Based on a comprehensive study of foreign experience, the main types of multifunctional social centers are classified according to their location in rural areas. Regulatory documents related to the development of the concept of establishing multifunctional cultural centers in rural regions of Russia are considered. An optimal model for the development of multifunctional information and cultural complexes based on libraries is substantiated. It is proved that in rural areas the establishment of socio-cultural centers based on libraries is due to their multifunctional nature. The results of the analysis of trends and features of the development of rural libraries in the Saratov region made it possible to determine their functions that form the socio-cultural space in the countryside. Taking into account the regional experience, priority areas for the establishment of integrated social centers based on the interaction of various departments, regional and municipal governments have been identified.
