САРАТОВСКАЯ ОБЛАСТЬ В НАЦИОНАЛЬНОМ РЕЙТИНГЕ НАУЧНО-ТЕХНОЛОГИЧЕСКОГО РАЗВИТИЯ СУБЪЕКТОВ РОССИЙСКОЙ ФЕДЕРАЦИИ: ПОТЕНЦИАЛ И ОГРАНИЧЕНИЯ SARATOV REGION IN THE NATIONAL RANKING OF SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT OF THE SUBJECTS OF THE RUSSIAN FEDERATION: POTENTIAL AND LIMITATIONS

Актуальность исследования обусловлена необходимостью обеспечения технологического суверенитета и национальной безопасности Российской Федерации в условиях непреодолимых последствий напряженной геополитической обстановки и санкционного давления. Потребность в ускоренном производстве высокотехнологического оборудования и внедрении инновационных решений определяет меры по реализации имеющегося научного, технологического и управленческого потенциала в регионах Российской Федерации. Как попытка сформировать объективную картину межрегиональных различий для выбора приоритетов политики и разработки стратегий развития на федеральном уровне, а также характеристики работы региональных органов власти, направленной на поддержку сектора исследований и разработок в субъектах РФ, с 2022 года введен Национальный рейтинг научно-технологического развития субъектов Российской Федерации. В статье рассмотрены методические подходы к формированию системы показателей рейтинга научно-технологического развития регионов. Особое внимание уделено индикаторам финансирования сектора научных исследований и разработок. С использованием методики расчета показателей рейтинга проведен анализ параметров научно-технологического развития Саратовской области. Результаты проведенного анализа показали, что в Саратовской области достигнуты определенные успехи в формировании среды для ведения наукоёмкого бизнеса: созданы объекты инфраструктуры, действуют правовые режимы, способствующие внедрению результатов научных исследований и разработок в производство. Вместе с тем, значения показателей, характеризующих уровень развития среды для работы исследователей и имеющиеся инструменты поддержки, показывают, что существует значительный потенциал для роста данных индикаторов и, соответственно, улучшения позиций Саратовской области в Национальном рейтинге научно-технологического развития субъектов РФ. The relevance of the study is due to the need to ensure the technological sovereignty and national security of the Russian Federation in the face of insurmountable consequences of a tense geopolitical situation and sanctions pressure. The need for the accelerated production of high-tech equipment and the introduction of innovative solutions determines the measures to implement the existing scientific, technological and managerial potential in the regions of the Russian Federation. As an attempt to form an objective picture of interregional differences for choosing policy priorities and developing development strategies at the federal level, as well as characteristics of the work of regional authorities directly aimed at supporting the research and development sector in the constituent entities of the Russian Federation, the National Rating of Scientific and Technological Development of the Subjects of the Russian Federation has been introduced since 2022. The article considers methodological approaches to the formation of a system of indicators for the rating of scientific and technological development of regions. Particular attention is paid to indicators of financing the research and development sector. Using the methodology for calculating rating indicators, an analysis of the parameters of scientific and technological development of the Saratov region was carried out. The results of the analysis showed that in the Saratov region certain successes have been achieved in creating an environment for dealing a science-intensive business: infrastructure facilities have been created; legal regimes contribute to the implementation of the results of scientific research and developments into production. At the same time, the values of the indicators characterizing the level of development of the environment for the work of researchers and the available support tools show that there is significant potential for the growth of the values of these indicators and, accordingly, the improvement of the position of the Saratov Region in the National Rating of Scientific and Technological Development of the Subjects of the Russian Federation.
